 https://research.torproject.org/safetyboard/#guidelines has the section
 header clobbered by the purple bar at the top of the page. maybe there's a
 way to have the anchor work better?

 irl responds: "there seems to be something in the styleguide for this that
 wasn't there when i first put this together
 .anchor-spacer is the css class
 "
