 Hmm, i would it BandwidthFile or BandwidthDocument in stem (though
 technically all the other documents are also documents and files).
 See https://trac.torproject.org/projects/tor/ticket/29056#comment:13 for a
 wip refactoring of current sbws bandwidth file parser to make it
 compatible with stem Descriptor.
