While this is confusing to some users I think this is currently the right
choice for mobile users, too. (I think we'll eventually drop that option
altogether on desktop). See: #24452 for some discussion.

On second thought, that isn't completely true. If the user is connected on
a network that requires configuring a proxy server (not simply filtering
all non-80/443 destination ports), then providing a configuration option
seems important. But, maybe we should think more about how we expose this
and present this option. Maybe there's a better flow such that a user is
less likely to be confused by this option when they need a bridge. I'm
happy with deferring this improvement to #24452.
