Comment:

 The tricky question here is how Tor Browser left behind a tor process.
 Usually tor exits when the controller vanishes as your tor-error.log
 shows:

 exiting now.
 ...
 29 This is left runnning after a good run:

 Did you possibly set environment variables?
 Does it also happen if you start Tor Browser in the supported way
 described above?
