 Tor control protocol should allow user to subscribe to event(s) that let
 user know about timing/success/failure/error conditions of every step
 described in sections 1.6-1.12 of rend-spec-v2.txt.

 We need to do some design work to figure out how exactly this should work
 and what exact info should be transmitted to controller.
