 See first what stage Marionette is in and evaluate as a new PT for Tor.
 Important considerations are:
 - the capacity of the transport and its ability to avoid blocking (take a
 look at the Oakland SoK by Tschantz et al.)
 - Assess the bootstrapping needed by Marionette
 - Take lessons from its modularity, which will likely come in handy for
 future PT designs
 - Take a look at the recent source code and compare it to the most recent
 white paper
 - See how much engineering effort is needed to get it to interface with
 Tor
