 Some of the relay options aren't under Server Options or Directory Server
 Options in the man page. We should move them, so it's clear which options
 are disabled when relay more is disabled.

 Here is the full list of options that we should check:
 * DirPort, DirCache, ORPort
 * --list-fingerprint, RelayBandwidth*, MaxAdvertisedBandwidth, PerConnBW*,
 and ServerTransportPlugin
