 , it looks like you might be missing a "crates" directory in
 TOR_RUST_DEPENDENCIES:
 > TOR_RUST_DEPENDENCIES=`pwd`/src/ext/rust/crates ./configure --enable-
 rust

 If that doesn't work, please check that online mode works:
 > ./configure --enable-rust --enable-cargo-online-mode
