Comment:

 I think we can start adding deprecated badges now. I don't like the idea
 of archiving anything just yet though, I'd prefer to wait until we have
 the data portal ready. We can then archive the data in the data portal and
 redirect the page.

 I don't know how much time the sysadmin team has at the moment and whether
 or not it is likely we can get the data portal running before we want to
 start archiving stuff. We can make the portal live before we have the
 theme/style done if needed but we do need the S3 storage backend from the
 sysadmin team.

 If it does take too long, the archive badge and storing the files in the
 WAR sounds OK, but I think it is the fallback option.

 If the graph had a country parameter, we could do one graph per country.
 This isn't going to be too big and it would only be temporary until we can
 move the graphs to the S3 storage.
