 This was the version line from 0.3.4.8 where I experienced the issues:

 Tor 0.3.4.8 (git-5da0e95e4871a0a1) running on Linux with Libevent
 2.0.21-stable, OpenSSL 1.1.0f, Zlib 1.2.8, Liblzma 5.2.2, and Libzstd
 1.1.2.

 I have downgraded to 0.3.3.9 now which is running fine:

 Tor 0.3.3.9 (git-ca1a436fa8e53a32) running on Linux with Libevent
 2.0.21-stable, OpenSSL 1.1.0f, Zlib 1.2.8, Liblzma 5.2.2, and Libzstd
 1.1.2.
