gk, do you mean that clicking the button would trigger a three step
automatic sequence: open the menu, pause for a second or two, highlight
`Security Settings...`, pause, and then open the settings dialog?

This is a good point. My concern with the proposed change is that people
won't necessarily make the connection between the Torbutton toolbar icon
and the open menu (Torbutton does not provide a connecting arrow or a
persistent highlight of the onion icon). I suspect that is one of gk's
concerns as well.
Also, from an implementation point of view, this will require new code
that knows how to open the Torbutton menu. Kathy and I don't know how much
work that will be.
