If we decide we need this test, Nick suggested this design:
* new relays should start their bandwidth tests at the 10th percentile of
observed bandwidths in all relay descriptors
* relays should send traffic for 11 seconds based on their previous
observed bandwidth
I also think:
* we should use some small multiple (2x?) of the previous observed
bandwidth
* there should be a minimum and maximum bandwidth, probably min(1st
percentile, minimum relay bandwidth) and min(90th percentile, maximum
believable bandwidth)
