Comment:

 Hi irl. Lets close this one for the time being in favor of #28503. If we'd
 care to expand metrics annotations I'd be happy to work with folks on that
 but for the moment at least we haven't specified annotations to be such a
 generalized thing.

 Feel free to reopen this if you disagree or if we spec expanded annotation
 support.
