 In #26222 we added a line `bandwidth-file-headers` to the vote and add the
 headers that are included in the bandwidth file.
 In #28085 we add more headers to the bandwidth-file-spec and update the
 version.
 Probably dir-spec should also be updated with new headers in bandwidth-
 file-spec
