 when i try to open tor i see this log

 [NOTICE] DisableNetwork is set. Tor will not make or accept non-control
 network connections. Shutting down all existing connections.

 and this

 Delaying directory fetches: DisableNetwork is set.

 and i don't see  any disable network words in any torcc file, how can i
 fix it?
