 It doesn't. Instead, I added another commit on branch bug25750 that loads
 the prefs.js file at initialization and sets the prefs on the default
 prefs branch. We'll need the same in torbutton, too.

 I'll test the other functionality now - bridges, fascistfirewall, etc.
