 Here's how we can change the code safely:
 * make a commit with unit tests for the relay lines
 * make a commit that refactors the code so you can test a whole file
 * make a commit that unit tests a whole torflow file
 * make changes to accept the new headers
 * make a commit that unit tests a whole sbws file
