bridge could not even load, and only loads with Meek or Snowflake. So
whatever Tor 8.a did that managed to get around the block without a bridge
got fixed. But Meek and Snowflake still work.

OONI has a test that would tell us which, if any, of the directory
authorities are blocked. Unfortunately, there are not very many results
from the UAE. Only 27 since September 2017, and only 1 so far this year.

If it's safe for you to do so, you could install OONI on your computer or
phone. The only tests you have to run are vanilla_tor and
tor_bridge_reachability (might be called tcp_connect, I'm not sure how it
appears in the interface). I can't promise to analyze the results soon,
but they may turn out to be handy to have.
