 I think you also missed
 https://github.com/torproject/tor/pull/174#pullrequestreview-132076058

 `fdio` -> `io` _if_ we plan to put in all the network low-level stuff like
 `send()` and `recv()`...

 then

 `intmath` -> `math` _if_ we plan to put more "non integer only" stuff in
 there like all the floating point stuff we have including stuff like
 clamping double?

 then

 the `util_string.h` -> `string.h` ?
