 I tend to agree about keeping stuff like this external.

 The main reason to keep this kind of thing external is that we don't have
 the expertise to review and maintain this kind of configuration file
 ourselves, so we shouldn't be the maintainers of it.  Otherwise, my
 experience is that people send us all kinds of patches that we don't know
 how to review.
