 If we wanted, we could also bump up the actual enforced minimums in the
 code too.

 Right now they're:

 or.h:#define RELAY_REQUIRED_MIN_BANDWIDTH (75*1024)
 or.h:#define BRIDGE_REQUIRED_MIN_BANDWIDTH (50*1024)
