Do we know if the onion service attacks apply to other circuits?

Which testing are you talking about here, and how does that impact
performance? Do you mean CIRCUIT_PURPOSE_TESTING, or the CBT stuff? The
CBT aspects of this were handled in #23100. The CIRCUIT_PURPOSE_TESTING is
just router reachability, right?
