I've checked this ticket:
https://trac.torproject.org/projects/tor/ticket/22159
It marked fixed at branch 0.3.1, My tor version is 0.3.2.6-alpha-dev.
It looks like there's still a problem.
This the log:
Jan 09 10:51:21.015 [notice] Tor 0.3.2.6-alpha-dev running on Windows 7
[server] with Libevent 2.1.5-beta, OpenSSL 1.0.1s, Zlib 1.2.8, Liblzma
N/A, and Libzstd N/A.

Jan 09 10:51:21.000 [notice] We were built to run on a 64-bit CPU, with
OpenSSL 1.0.1 or later, but with a version of OpenSSL that apparently
lacks accelerated support for the NIST P-224 and P-256 groups. Building
openssl with such support (using the enable-ec_nistp_64_gcc_128 option
when configuring it) would make ECDH much faster.
