Comment:

 I'm OK with rend and intro in 033. It is an easy fix because we can easily
 check the two circuits on both sides.

 Agree on the HSDir part to be in 034 and we'll have to try to inject a bit
 more semantic in that function.

 I'm putting back this in "Accepted", sending it to 034 and moving the
 patch for 033 in #22689
