 There are still some changes here in this patch file:
 https://trac.torproject.org/projects/tor/attachment/ticket/21394/bug21394_touch_up.patch

 They still need review, but they won't be backported to 0.3.0.

 Sorry, they didn't get reviewed, because they were assigned to the wrong
 release.
