 `make test-network` and `make test-network-all` are failing in my system
 with a clean version of master branch. It is failing since I pulled the
 commit
 [https://gitweb.torproject.org/tor.git/commit/?id=8b0b850efa0f77b627f31e9907acc6d29482f362
 8b0b850efa0], here is the log of basic-min test.

 FAIL basic-min (exit status: 3)

 I am getting this error with all network tests. If you need more
 information let me know.
