Comment:

 What happens if you disable Tor Launcher from being started? Can you
 reproduce your issue then? You could start it once and disable it in the
 about:addons section. Or just set
 `extensions.torlauncher.prompt_at_startup` and
 `extensions.torlauncher.start_tor` to `false`?

 That should not leak anything as the proxy preferences are hardcoded in
 the browser to avoid exactly the scenario you describe.
