 In #23947 we found that we need a static website with a long term name,
 for serving snowflake related files.

 We'd like to use https://snowflake.torproject.org/

 If we could set it up as part of the normal www rotation of servers,
 like where people run "static-update-component snowflake.torproject.org"
 from staticiforme, that would be grand.

 Tor LDAP people to have access to that static-update-component should be:
 arlo, dcf, and arma.
