 Additional wrinkles to 2: we have to ignore the ordering of our primary
 guards for this fix to allow predicted circuits to complete for the case
 of a truly downed guard. However, if all primary guards are unreachable
 though, we may want a different strategy to avoid spamming them with
 predicted circuits. Maybe first check to make sure we have at least 1
 is_reachable primary guard before picking one randomly for predicted
 circuits? How about that?
