Comment:

 This is an OONI ticket, it should be tracked on the OONI bug tracker.

 Core Tor can help with this ticket by moving the authorities to a separate
 list (#24854) and maybe by putting them in a standard format (#24851).
 We should probably keep those tickets in 0.3.4 if we need to get this done
 for OONI.

 Once those things are done, Core Tor will have done our part of this task.
