 I've seen this happen on Linux when starting Tor Browser for the first
 time after deferring a restart after an autoupdate (7.5a5 to 7.5a6,
 maybe?).  I had to quit Tor Browser completely to get it to start cleanly.
 (Clicking "Restart Tor" didn't work.)
