Comment:

 Please see my branches `bug23817_usable_filtered_032` and
 `bug23817_usable_filtered_032` which implement teor's comments above and
 are basically true to the `bug23817_032_asn_b` from nickm's comment:39
 (but a bit simplified).

 Passes real network test and `test-network-all` for me.
