 We officially switched from Torperf to OnionPerf for Tor performance
 measurements.  We don't need the Torperf component anymore and will use
 OnionPerf's issue tracker for OnionPerf-related issues.  I'll rename the
 component in a minute.  This ticket is mainly here for documentation
 purposes.
