 asn pointed out that this paper has some information on client connection
 lifetimes, at least: http://www.icir.org/johanna/papers/pam16tor.pdf

 These statistics will have shorter-lived directory guard connections
 blended into their statistics, though (and we don't try to pad directory
 guard connections).
