 This task is probably more difficult than it sounds. To do this right, we
 would need to pull in the latest dtd and property files from the
 translation git repo during each build (at least for Torbutton and Tor
 Launcher). Also, our build process currently uses a hard-coded list of
 locales. But do I agree that this would benefit our translators.
