 relevant log line before the sandbox related logs:

 Fixing permissions on directory /var/lib/tor-instances/...
 }}}

 Permissions on the data dir are:
 {{{
 drwx------
 }}}

 Owner and group is the user specified in the {{{User}}} directive

 Tor does not "fix" (change) any permissions (also when testing with
 'Sandbox 0').
