Comment (by cypherpunks):

 The goal is to know if my connection is slow because the bridge that I'm
 starting out with is poor, or the slowness is due to normal congestion and
 it would pass.
 I'm also assuming that the consensus files are downloaded directly from
 the first hop and not over a 3 hop circuit, so they should have the most
 reliable speed measure.
