 doc/torrc_format.txt says that every line has to have a linefeed:

 In https://gitweb.torproject.org/tor.git/tree/doc/torrc_format.txt#n33

 But tor actually makes the final newline in the file optional.

 Also, don't we allow CRLF as a line ending on Windows?
 (Or did we never make that happen?)
