Comment:

 We're using MaxMind's latest GeoLite2 City database from January 1, 2017,
 which resolves this IP address to Italy.  That's also what MaxMind's
 [https://www.maxmind.com/en/geoip-demo online demo] shows.  I believe that
 RIPE is correct, but we're not messing with their database by mixing in
 RIPE data.  If we started doing that, we'd soon be doing nothing else, and
 this seems like a rather bad use of our time.  Sorry, you'll have to wait
 until there's a MaxMind database with a fix and for us to update to that.
 Could be in the first week of February.  Closing.
