 The approved-routers file, in $DataDirectory, is read  by directory
 authorities and contains !reject, !badexit and !invalid lines influencing
 their votes.

 It's read by the function dirserv_load_fingerprint_file() [or/dirserv.c].

 The file should be documented in the man page.
