 In the first log, tor takes 12 seconds to bootstrap,  you restart it, then
 it takes 35 second the next time due to a directory guard microdesc fetch
 timeout. In the second log, tor takes 34 seconds to bootstrap, again due
 to a directory guard microdesc fetch timeout.

 This is normal behaviour. Our target bootstrap time is under 30 seconds,
 but the network is a bit overloaded right now.

 I'll delete the logs, because they contain your name and IP address.
