Comment:

 Ok, a whole bunch of fixups are now at mikeperry/bug13837. I replied to
 all of the comments on oniongit with the commit hash that addresses them,
 or with a comment if I didn't think that the change was a good idea (or
 not a good idea right as part of this ticket).

 I am kind of itching to rebase this on top of master, and #23101 on top of
 it, to minimize conflicts between the two sets of fixups. Let me know if
 now is a good time to do that, or if we should wait for more fixups.
