 Also lets consider #24228. A fresh relay without a Guard state will
 open/close many circuits to ramp up as quickly as possible the CBT
 (circuit build timeout) and it don't honor `MaxCircuitDirtiness` but
 rather a random interval usually around 60 seconds.

 It should stabilize after 100 circuits are created and the CBT is then
 used normally. It takes ~30 minutes.
