 Tickets in the Metrics/Ooni component have been out of scope for Tor
 metrics people since that component was created, so I'd like to move the
 subcomponent elsewhere.  Turns out that OONI uses their own issue tracker,
 so they don't need their own top-level component here.  But they'd like to
 have these tickets still available for historical purposes, so they should
 be in Archived/Ooni.

 Making that change in a second, just creating this ticket for
 documentation purposes.
