 Thanks for reporting!

 This issue was investigate here,
 https://github.com/arlolra/ctypes-otr/issues/91

 The workaround until the next release is to set `intl.locale.matchOS` to
 `false`.

 Quoting from the above link,

 > Open Preferences > Advanced > Config Editor ...
 > Press the big button labeled "I'll be careful, I promise!".
 > In the search box, paste "intl.locale.matchOS"
 > In the search results, double-click `intl.locale.matchOS` and set its
 value to `false`
 > Restart Tor Messenger for the change to take effect.

 Please let me know if that works for you.
