 Can we make a new mailinglist tor-access at lists.torproject.org with the
 list of emails mentioned in the Cloudflare coordination tor-internal
 thread initially subscribed?

 We want it moderated, and those emails whitelisted. Ideally it would be
 easy for a few different people to add more whitelisted emails.

 I don't want to dump the list of emails here.
