Comment (by arma):

 (I think all of the relays cache dir stuff, and serve it over their ORPort
 via begindir, but not all of them will have an open dirport, and I think
 atagar might find it easier to do the test via their dirport. Looking
 first at relays that are easy to test is fine by me.)
