 Oh, one final comment to make something explicit. Consensus method 2b1 was
 always used in the `with14881` networks. No method was used in the
 `without14881` networks because `networkstatus_compute_bw_weights_v10`
 refuses to do so if G, M, E, or D are <= 0.
