 I think my internet connection was good because I started the Tor Browser
 during these 12 minutes (maybe 1 minute after starting Thunderbird), it
 had no problems to connect to the network immediately and I could browse
 as usual.

 I use wifi and have cable internet (~ max. 36 MBit) here in Germany. Today
 I looked at the connection speed while watching a video in Firefox after I
 left standby, and I reached about 36 MBit constantly during the background
 download of the video. I never had problems like slow internet, either it
 works fast or it doesn't work at all (sometimes for whatever reason, but
 this doesn't matter here).
