 1. Disable Torbutton and TorLauncher.
 2. about:preferences#privacy
 History: "Use custom settings for history"
 [X] Always use private browse mode
 [_] Accept cookie from sites
 3. Click "Exceptions" and add "www.nsa.gov", "Allow for sessions", "Save
 changes".
 4. Go to "www.nsa.gov" and do some work.
 5. Close TBB and start again. Go to "www.nsa.gov".

 Expected result:
 TBB should accept NSA's cookie.

 Actual result:
 TBB forgot all "Exeptions - Cookie" domains.

 these doesn't change, but all "Exeptions" are gone.
